ci(android): build libmpv with meson 1.12.1 from PyPI

Browse Source 
The fontconfig that the pinned mpv-android revision builds requires
meson >= 1.11, and ubuntu-24.04's apt meson is 1.3.2, so buildLibmpvAndroid
failed configuring fontconfig.
