nvrl e66308498b feat(gui,core): opt-in check for new releases
Preferences gets a switch that asks GitHub once a day for the latest
release and shows a banner over the sidebar when it is newer. Off by
default. Packages whose package manager brings updates install the
marker share/proton-drive-linux/managed-updates, which hides the switch.

//! The opt-in check for a newer release ([`crate::config::AppConfig::update_check`]).
//!
//! Only the decisions live here: what GitHub's answer says, which version is
//! newer, when to ask again, and whether a package manager already owns
//! updates. The desktop app does the request itself.
