nvrl a3c0c9ee9b ci(release): take the release notes from the changelog ...

The release workflow created each GitHub release without a body, so 3.1.2,
3.2.0 and 3.2.1 shipped with empty notes. It now copies the version's
section of docs/CHANGELOG.md into the release, and fails when the section
is missing.
