Every transfer charges the bytes it moves to its direction's rate limit, a virtual clock shared by all transfers with a one-second burst, and sleeps off any overshoot. On runtime workers the sleep goes through block_in_place so FUSE reads keep their threads. The caps are set live with SetBandwidthLimits, persisted to config and applied at mount start. Preferences gains a Network group with debounced MiB/s editors, and the CLI gains `pdfs sync limit --up/--down`.

//! The control socket: the daemon`s IPC surface.
//!
//! The CLI and the GUI never touch the mount or the database directly — they
//! open this Unix socket, write one JSON [`CtlRequest`] line, and read one JSON
//! [`CtlResponse`] line back. That keeps the daemon the single writer of both
//! the FUSE state and `cache.db`.
//!
//! Connections are served concurrently, one thread each, because requests differ
//! wildly in cost: an `OpenPhoto` downloads a whole photo, and a serial loop
//! would stall the GUI`s 2s status poll behind it.
