fix(fuse): wake the drain when a folder is made (B160)

Queueing a folder's create left the workers asleep until their 30 s idle
poll; every other enqueue woke them. A file's create still waits for the
release that attaches its bytes.

## B160 — A new folder reaches Drive only half a minute later
**Status:** Fixed.
**Found:** 2026-10-04, by the simulation's slow-link profile (`one_client_on_a_slow_link`,
seed 4). Folders made last before the client waited for its queue reached Drive 30 s late. The
log showed each `mkdir` queued, then claimed exactly 30 s later.
**Where:** `Core::queue_local_node` in `crates/pdfs-fuse/src/lib.rs`.
**Cause.** The drain workers sleep until an op is due, or for up to 30 s when none is. Every
other way of queueing an op (a write, a rename, a trash) wakes them. Queueing a folder's create
did not, so with the workers asleep it waited for their next poll. A file's create did not need
the wake: its bytes ride on the create, and the release that attaches them wakes the drain.
**Fix.** Queueing a folder's create wakes the drain.
**Test:** simulation test `a_folder_made_while_the_drain_is_idle_reaches_drive_at_once` (failed
before the fix: the folder was still queued after 10 s).
